CRIME CRISIS VICTIM: 25-year-old Milan Loncar had recently graduated from Temple University.

On January 13, while walking his dog just a block from his home, Loncar was shot in the chest after two suspects attempted to rob him.

The killer had two open felony cases and was out on the streets because the judge reduced his bail. In all, this violent criminal paid a total of $3,200.
